How we chose (and our conflict of interest)
Hestur wrote this guide, and Hestur is on it. Most "best agency" lists you'll find are written by an agency that ranks itself first. We think that's unhelpful, so we've done three things differently.
First, every agency needed a US presence we could verify: a US office address on its own site or its Clutch profile. Several agencies that show up on other US lists are headquartered abroad with no US office we could find, so we left them out. Second, every fact comes from the agency's own website, its Clutch profile, or the partner directory of the platform it's certified on (Make.com and Retell AI), and the sources are listed at the bottom. If we couldn't verify something, we didn't include it. We haven't guessed anyone's prices. Where a price appears, the agency published it.
Third, we didn't rank. The list is grouped by what each agency is best for: platform specialists first, then small-business voice AI, then custom AI builders, then mid-market and enterprise. We've put ourselves in the slot where we genuinely compete, which is voice AI and custom AI agents for small and mid-sized businesses. Nobody paid to be included, and we don't have referral deals with anyone here.
One limit worth knowing: we haven't worked with these agencies as clients, so this guide can't tell you what they're like to work with day to day. Clutch reviews and a reference call will.

n8n Lab is an n8n specialist and describes itself as an official n8n Expert Partner. Its services split into sales automation (lead enrichment, AI SDR follow-ups, CRM hygiene), marketing automation, operations automation (invoice capture, onboarding, support triage), and custom AI agents with tools, memory, and guardrails. It works with OpenAI, Anthropic, and Gemini models.
On Clutch it holds a 5.0 rating from 6 reviews, a $1,000+ minimum project size, and a listed rate of $50 to $99 an hour. Its site describes a standard engagement of about 10 weeks from audit to full rollout, with a pilot at 10% to 20% of volume before scaling. It's a young firm (founded 2024) with a small team, which usually means you work directly with the people building.
Axe Automation

Axe Automation focuses on integrating the internal tools you already use and automating the workflows between them. Its Clutch service mix is split across AI development, robotic process automation, ERP integration, CRM integration, and low-code development. It's a Silver partner in Make.com's partner directory, which lists training, consulting, and enterprise automation among its services.
Clutch shows a 4.7 rating from 16 reviews, a $1,000+ minimum project size, and a team of 10 to 49. It says it has 150+ active clients across marketing, real estate, IT, financial services, and business services. If your pain is ten tools that don't talk to each other, it's a good first call.
The AI Agency USA

The AI Agency USA builds voice AI agents, automations, and custom apps and CRM systems. Its pitch is 24/7 agents that answer, book, route, and follow up. It lists 14+ industries, including healthcare, dental, legal, real estate, automotive, home services, and government, and works in English and Spanish.
It's a Gold partner in Retell AI's partner directory, which lists its main customer segment as small to mid-market. It doesn't publish build prices, but it does publish one number: an AI audit at $1,000 flat, credited toward your first build. That's a sensible, low-risk way to start if you want a voice agent and aren't sure where it fits.
Hestur AI (us)

It says it's SOC 2 certified, and it lists Meta, Omnicom, Discovery Channel, and Wolters Kluwer among its clients.
Clutch shows a 4.9 rating from 27 reviews, a $10,000+ minimum project size, and a rate of $25 to $49 an hour, with a team of 50 to 249. It says pricing depends on scope, seniority, and engagement model, from a single embedded engineer to a full dedicated team. That model suits you if you want to extend your own engineering team rather than hand off a whole project.

If your AI project sits inside a bigger app or system build and you'd rather have one vendor for all of it, that breadth is the reason to call.

Centric isn't an automation agency in the n8n or Make sense. It's a management and technology consultancy founded in 1999 with more than 1,200 people. Its AI work covers AI strategy, AI governance, AI agent development, enterprise automation, Microsoft Copilot consulting, and Salesforce Agentforce consulting. It's a Microsoft Cloud Partner and has been a Salesforce partner for 15+ years.
We've included it because for some readers it's the right answer. If you're a large organization already invested in Microsoft or Salesforce, and you want AI governance and change management alongside the build, a consultancy with offices near you makes sense. If you're a 20-person firm wanting your phones answered, it isn't the right conversation.

Start with the problem, not the agency. Write down the one process that costs you the most time, the tools it touches, and what "done" looks like. Then match it to a specialism. A Make.com workflow, an AI phone agent, and a custom machine learning model are three different jobs, and the agencies above are good at different ones.
Next, check the minimum project size. It's the fastest filter on this list. Clutch minimums here run from $1,000+ (n8n Lab, Axe Automation) to $10,000+ (Azumo, Bitcot), $25,000+ (HatchWorks AI), and $50,000+ (Markovate). If your budget is $8,000, half the list is already out, and that's fine. Then decide how you want to pay: hourly or dedicated-team billing suits ongoing work, while fixed-scope projects (like ours) give you a known price for a defined result.
Questions to ask on the first call
- Can you show me a live system you built that looks like mine, not a demo?
- Which platform would you use for this, and what would make you pick a different one?
- Who owns the workflows, code, prompts, and accounts when the project ends?
- What does it cost to run each month after launch, including AI model and telephony fees?
- Which vendors will see our data, and will each one sign a BAA or data processing agreement?
- What happens when the AI gets something wrong? Show me the fallback and the human handoff.
Red flags
- A guaranteed percentage saving before they have seen your data or processes.
- The system runs in their accounts and you can’t export it if you leave.
- "HIPAA compliant" with no BAA on offer and no list of the vendors that touch PHI.
- Outbound AI calling with no plan for TCPA consent records.
- A long discovery phase with no working prototype at the end of it.

US-specific checks
HIPAA and BAAs. If your automation touches protected health information (patient names with appointment details, insurance data, call recordings from a clinic), the agency is a business associate and needs to sign a business associate agreement with you. So does every vendor in the chain: the AI model provider, the voice platform, transcription, and hosting. Ask for that vendor list in writing and check that each one offers a BAA on the plan the agency is actually using. "HIPAA compliant" on a homepage doesn't cover that.
TCPA and outbound voice AI. In February 2024 the FCC ruled that AI-generated voices count as "artificial" voices under the Telephone Consumer Protection Act. In practice, automated outbound calls to consumers generally need prior express consent, and marketing calls need prior express written consent. Ask how the agency captures and stores consent records, honors opt-outs, and respects calling-hour rules. Inbound calls, where the customer rings you, carry far less risk.
Call recording consent. Federal law and most states only need one party to consent to a recording. A group of states, including California, Florida, Illinois, Maryland, Massachusetts, Pennsylvania, and Washington, require everyone on the call to consent. Since you can't always know where a caller is, the safe default for an AI phone agent is to disclose up front that the call is automated and recorded.
SOC 2. If you sell to enterprise buyers, they'll ask about your vendors' security. A few agencies here hold their own certifications (Azumo says it's SOC 2 certified, and Markovate holds ISO 27001). Many smaller agencies, including us, don't hold a SOC 2 report of their own and instead build on vendors that do. Ask which it is, and ask for the vendors' SOC 2 Type II reports if your buyers will.
State privacy laws. California's CCPA, as amended by the CPRA, requires a service provider contract that limits how your agency and its vendors use consumer data. A growing list of states, including Colorado, Connecticut, Virginia, and Texas, have their own comprehensive privacy laws with similar processor terms. Make sure your agency agreement covers data use, retention, deletion, and which AI providers may train on your data (the answer should be none).
Pricing in USD. Across the agencies here, published minimums run from $1,000+ to $50,000+, and listed hourly rates range from $25 to $49 (Azumo, Bitcot) to $50 to $99 (n8n Lab, Markovate, HatchWorks AI). Our own proof of concept is $5K to $15K, most production builds run $25K to $75K, and multi-location healthcare builds with HIPAA requirements typically run $75K to $150K. An AI phone agent then costs about $500 to $2,000 a month to run. Always check whether AI model and telephony usage are billed separately. Do I need a HIPAA-compliant AI automation agency?
You do if the automation touches protected health information, which covers most AI receptionists and intake flows for medical and dental practices. The agency, and every vendor that handles PHI (the AI model provider, telephony, transcription, hosting), should sign a business associate agreement with you.
